Child Care Assistance Program(CCAP)

The Child Care Assistance Program (CCAP) is funded by the Illinois Department of Human Services and assists low income parents with child care payments in the six counties of Champaign, Douglas, Macon, Piatt, Iroquois and Vermilion.

How Can You Get Help Paying for Child Care?

 Parents may receive help in paying for child care if they are

  • completing a high school degree, Adult Education Program, GED Program, or English as a Second Language Program; OR
  • working in an occupational or vocational training program  (i.e.  Cosmotology School); OR
  • working a minimum of 10 hours/week (can be averaged on a monthly basis) and attending classes towards a Bachelor's or Associate's Degree (1st degree only) OR a combination of employment and unpaid educationally required work activity (i.e.   student teaching, internships, practicums, or clinicals averaging 20 hours/week); OR
  • receiving cash assistance from the state and going to school; OR
  • working and their gross monthly income is below the state median (look to chart below).  Family size and adjusted gross income is used to determine if families qualify. 

Requesting Applications

Parents can call the Child Care Resource Service at (800) 325-5516, option 2, to request an application by mail, or fax. You can download and print the application from our WEB site by going to the left side menu option "Forms for Assistance". These forms are also available in Spanish  (Formularios para la ayuda en español). Applications can also be picked up in person at the CCRS office.

ALL applications must be completed and returned to CCRS with copies of two current paystubs from each working parent or school schedules.

Parent Co-payment Amount

Parents who have been approved for child care benefits are required to help pay for the cost of their child care.

  • Parents MUST make a payment, called the Parent Co-Payment, directly to your child care provider each month.
  • The amount of the parent co-payment is shown on the Approval Notice which should be sent to you within 10 business days.
  • The Department of Human Services will pay your provider directly for the remaining child care (up to the state maximum shown in the tables below).
  • Your provider will tell you when to pay the parent co-payment, each week or once a month.
  • If you  have more than one provider, only one provider will be assigned to collect the parent co-payment.
  • The amount of your parent co-payment is based on an adjusted gross annual income (including income such as child support, SSI, or TANF), family size, and number of children receiving child care.  See the chart above to see if you will qualify.
  • The parent co-payment increases with each additional child needing child care.
